some cats do indeed like water and the "outfit is a type of life jacket for the cat

It's as individual as a cat loving the pool, like this one. Some pets love getting dressed up (maybe at first just loving their owner's reaction at first?). My daughter's dog convinced me that some pets do love dressing up, the first time I babysat her and she excitedly led me to her clothes stash.

That goes for any pet costume.
