That's not allowed. If they refuse to follow an order or abandon their post they'd be arrested, court martialed, and imprisoned. That is a near certainty. People join the guard to be able to serve their country in a time of need. Natural disasters, good. Combat support, good, if it makes sense. Going to the border to stop illegals or just police the streets, when they have jobs and families to deal with, is just asking them to leave.
