When a state has a once in a lifetime, earthquake, flood, or hurricane they are not trained or current or have the equipment to manage that immediately, FEMA is trained, they have the equipment & can be on the spot, even before the occurrence! Now a minimum 72 hr delay, possibly responsible deaths
