the metro area combined is a midsize city, albeit on the smaller end of such.

Cities in the rural midwest also tend to support a population inclusive of several hundred miles around them. There's not really any Target (or even walmart) for hundreds of miles in some cases. Good luck getting a suit for prom in Steele county.

In particular, Grand Forks has a MASSIVE supertarget for a mix of rural familes on shopping trips and Canadians, at least pre-tariffs. They used to have big signs saying "Welcome Canadians" just inside the doors.

Being the only outpost for hundreds of miles or the biggest village on the northern plains doesnt make you a city. If you include Minot you get a fairly large number of people but you do not have density and that’s what makes a city.

This is a pedantic argument and not one I'm really interested in having. Have a nice weekend!

Sioux Falls is more urban than Fargo/Minot as is Grand Forks and both of them are in counties literally the size of some eastern seaboard states but nobody from say Baltimore or Chicago or Philly is gonna call those downtowns a city. Let alone any of those neighborhoods urban.
