Listening to press conferences and statements from those currently in charge, I find suggestions are being made that floods, catastrophic events can/should be scheduled. IE: before or after lunch. Sirens, announcements middle of the night? If water taller than I am is headed my way, Hell Yes!

What do we know about the actual rescue/recovery process. 25 feet of water rose in 45 minutes. Hundreds rescued? If the "rescuers" were so adept why couldn't they get to the most vulnerable?
