Not sure when this photo was taken, but don't confuse protocols for endorsement. Netanyahu is a foreign head of state and photo-ops like this are sometimes required acts of politesse. And before the backlash starts, Bibi is as much a monster as Putin and Trump. May they all burn in hell.
The photo was taken during the genocide that is still taking place. Taken while children were dying daily, be starved to death, 100s of reporters killed, hospitals all bombed, homes gone etc etc. It’s vile. If a senator can’t stand against this but instead stands with the killer, it’s disgraceful.
