The only state that matters when it comes to the US-Saudi relationship is the security state, and human rights enforcement is the absolute last thing it's interested in. Ditto for US-Israel, which is largely an extension of the same.

The US military is a single entity for the purposes of that report. The other countries represent that nation's total CO2 emissions across all sectors. It's a silly way of visualizing the data imo, but I guess helps drive a certain point across.
