A state level crime is prosecutable when federal crimes impact states, in addition having a Trump pardon will be like the Scarlet A on your clothing. In addition a pardon cannot be given for a corrupt purpose, which is why giving one to Maxwell puts trump in crosshairs of any AG he doesn't "control"

There is no prohibition for giving a pardon for a corrupt purpose. The vast majority of Trump's pardons have been for corrupt purposes.
