It would also have the knock on effect of screwing their credit score so if they can get a cc or a loan, far higher interest rates and that tqkes at least 5 years to rectify.

I appreciate it's pedantic, but council tax debt isn't entered onto credit reports and doesn't affect credit scores. I only make this point so that folk genuinely struggling to pay council tax don't panic unnecessarily. That said, it's still a priority debt that should not be ignored indefinitely.
