I think there used to be a sort of pedestrian pavilion. You can see it starting around 47:30 in this video from 1990. If anyone has more information about it or when it was renovated I would love to know. youtu.be/QACCJWoy3pw?...

Thanks for sharing this! This is a view of the pedestrian promenade at the Williamsburg bridge, not the Manhattan Bridge.
