Canadians don't routinely drive thousands of kilometers every day. The vast majority of car use is to commute to/from work/school + run errands. Not to go for cross country trips.
Most car *use* yes, but many cars will do a long trip through rural landscapes every now and then and I would not be surprised if that produces hesitancy. (To be clear, I'm not advocating for gas, just thinking about the question).
Norway has a population similar to Toronto's in a country half the size of Ontario. It’s a reasonable comparison in terms of population density and distribution.
