If you read between the lines, it says - it’s not Putin’s decision, it’s all up to Xi. We heard he was in favor of it and DJT wanted to come. This is a planted rumor on purpose. So the invitation is there and depends on what DJT is asked to do to “earn” it. These folks don’t meet up for no reason
