The reason is that these states only allow pharmacies to dispense vaccines recommended by the Advisory Committee on Immunization Practices (ACIP). This used to be done routinely at the same time as the FDA approved them, but everything's a mess this year due to RFK Jr firing the whole ACIP in June.

FDA approval makes it legal for them to be injected into humans, ACIP approval is what makes them routine, available at pharmacies, generally covered by insurance, etc.
