The main problem with the tries from 1990 onwards is they were still totally Moscow-centric. I think there is still hope in some of the colonies, should the empire collapse.

IF the empire collapses AND an entirely different elite with a different humanistic educational approach is established, there MAY be hope in three to four generations time, I would say.
