Win11 is big, for sure. But possibly not professional, at least not in terms of reactiveness to user requirements (if you're not paying big bucks). EU OS should be well-funded at EU level, and therefore provide free licenses to all gov orgs at point-of-use. The security benefits alone are worth it.
