It's a little more complicated than that. A lot of the money that John got from the English in taxes was to fund Richard's stupid Crusade and then to pay his ransom when he was imprisoned in Italy. Richard wasn't as good as he's made out to be, nor John as bad. Eleanor of Aquitaine on the other hand

Love your work Dan…but John is much maligned. Probably the first king to speak English unlike his ‘heroic’ brother for whom he had to tax the entire population for Richard’s crusades. Excommunicated twice but the clergy wrote their own history. By the way I’d shit myself losing the Crown Jewels.
