Will bet my paycheck these ppl are Wildlife Educators or rehabilitation specialists. There are certifications you obtain w/ federal laws to follow. But they do live with their care takers. Know ppl who do 'bird of prey' exhibits. They "walk" their owls and hawks, play fetch etc.
Some birds live only in flight enclosures, but owls have the particular ability to 'chill' in homes. 1 federal law is when exhibiting no touching or feather collection by the public. But a friend comes over they will let you hold them supervised, and give away shed feathers (except for bald eagle).
Who said they are pets ?
