An apartment rental can *absolutely* be a long-term home. People live and have lived in apartments for decades. Not everyone wants or can handle the hassle of owning.

I'm in a rented space. Now after 20 years, I will have to move due to the circumstances of the owner... It was never a "home", its a shelter
I'm sorry for your circumstances but this doesn't mean all rentals are temporary. For example I think the government should get back into the rental business. Also, buying a house doesn't mean you're safe. Lose your job, have a medical emergency, and your home ownership can be imperiled.
The differences is that you're not under the circumstances or whims of another person. The gov renting *could* be a solution
