You sell your house and rend the apartment in your 60s. The cost of the flat you pay while you are still independent then cover the later higher cost of the care home. They generally have quite a low maximum age for moving into the sheltered housing section, to make sure you pay for long enough.
I think de-centering Joyce was one of the biggest mistakes the film made. Along with making the home pseudo-hogwarts, and making it underthreat as the main motivation, rather than just the club members being nosey.
