Deploying troops into cities is not about public safety it is about power. Uniformed people with guns do not make us safe.

I honestly think he wants to place troops in major cities now and then when the election is about to happen, there will be sudden emergencies that will activate more troops that will effectively stamp down participation in voting in blue areas. Same reason he want to end mail in voting.
