NH has history skimming of Mass healthcare. Only level I Trauma center is up in Lebanon while bulk of population is down south. Ship all their trauma down to Boston then wait to issue Medicaid numbers leaving Mass hospitals with the bill. Send complicated (expensive) sick patients down all the time
