In Ukraine itself, I imagine building factories under constant, illegal Russian fire would be very complicated. Where can I find information about this?

Well yes, and they would likely have to be built underground to have any long standing production value. Ukrainian red tape, inherited from the Soviets, is legendary. Someone, like Yermsk, needs to take control & get things moving otherwise it will be 2030 before it opens.
