Nope, they aren't. As an Air Force veteran, I can say that they ARE hackable by skilled hackers, though.

I know that they did some experiments on that in controlled circumstances in Texas a decade ago. Pretty sure it was dependent on knowing which direction it was flying in from. And also within a limited range.
