I the Doc feels that strongly about it, he or she should publicize his or her beliefs openly. Put a sign on the door, post it on the website, and send mailers to patients. They won't though because they know that it might cost them business.

The best way to get to the Doc is to get them dropped from the health ins plan. I'm pretty sure the law does not obligate the health plan to contract with Docs who deny care to insureds. In fact, I'm pretty sure the contract says the Doc can't do that.
