The prayer part is probably correct - God inflicting Texas with a storm due to its failure to uphold Christian values - relents following the prayers.

They do it because their constituents never hold them accountable for any of their actions. Instead they get to blame liberals, which are the second best scapegoat next to undocumented immigrants. The parallels with the modern GOP and the Third Reich are astounding.
