I’ve had horses 30+ and am a professional in the industry. There are only two reasons a horse will tramp a person, they are running blind(and even then they try their damnedest to not step on anything, for self preservation) and trained to do it. This was horrific to watch.

If there's enough of it, nobody can but if a horse steps on a couple and skids a couple of times, then everything looks like a marble and they just freak out. Also, they may get hurt by falling and taken out of duty, which is a huge cost write off.

I love horses, but not these. They are trained harshly, so they dont respond to caress or treats. They will bite, punch you with their nose or kick you if you get too close. Horses avoid walking over people, these are trained to do it on command, and kick too. Evil horses for evil men.
