If ICE is arresting people because they claim they’re here working illegally should their employer be fined or charged with something?

Home Depot aren't employing them. They aren't detaining Home Depot employees. The people ICE are taking are the people who wait around in the Home Depot parking lot first thing in the morning, hoping for someone to offer them a day pay job on a site crew.
