There are 99 names on the Memorial Wall at USAID Headquarters in the Ronald Reagan Building. The corresponding CIA memorial at Langley commemorates only 140 fallen, despite being twice the size and having 15 more years of history than USAID.

I would not suggest that USAID is beyond reproach. I myself have been critical of some of the organization’s practices, but I never questioned their intent, because, like most civil servants, they never did anything other than try and complete the mission given to them by Congress and the President
