I truly want a solution but increasing doctors is not easy. We have the best doctors in the world. Their reimbursement, patient load and administrative work are increasingly getting worse each year. Many are retiring early and or leaving profession. You will and ARE seeing more nurses replacing them
Immigration reform would actually make more doctors easier. A governmental system that handles things at scale facilitates a more stable life as well. Not sure why you're just poo-pooing ideas, but I encourage you to imagine bigger.
