As far as I know they dont provide people owner name, address, drivers record etc. Those will just tell you if the car has been involved in an accident/damaged Its illegal here in CA to try to use vech info to obtain private information on who knows the vehicle- stalker laws etc prohibit

I absolutely support those laws in any other situation. I know Carfax lists how many owners a car has had, I don't know if they return the names of them. But imo each of these gestapo monsters hiding their faces need unmasking

The thing is if they arent actual trained pathed LEOs they may not be able to apply for masking their vehicle information. Its not an automatic thing for LEOs. My thought is theyre using rental cars. Or overflow decommissioned cars. Or even those few unmarked LEO cars that end up at a city auction
