Zoologist speaking. You are wrong. Otters in the wild will do this as well. And this is an amazing habitat with lots of space. Zookeepers also provide multiple forms of enrichment daily, as well as high-quality food. Which is why they live twice as long as their wild counterparts. Educate yourself.

This looks a lot like Animal Kingdom's ASCO habitat, which is pretty large and very suitable for them. Animal Kingdom has fantastic enrichment and training programs as well
