In terms of a tort/negligence case by the agents against the government? You'd have to do some research into the Federal Tort Claims Act AND any bar under federal workers' comp laws. Not familiar with exact answer, just an idea of the messy issues to look into.

Like even if Penske's policy has liability coverage for the operator, which would be typical, I'd be concerned about whether the driver and govt employer have some statutory immunity.

It’s just often insurance policies have exclusions for non-permitted use. Like if a taxi takes more passengers than its capacity.

To me it seems almost as irresponsible as allowing somebody to ride in the trunk of your car. And even ICE agents whatever you think of them have the right to a reasonably safe working environment.
