That is true but when Zelenskyy was talking about it his corrupt ears perked up so he's doing this THINKING that he can. And no one in this equally corrupt administration is telling him he can't.

If there is no mid terms then there's no house at all and the senate is nearly halved. There would no longer be any legislative body.

Exactly. He's doing loads of stuff he hasn't the power to do. He just does it with the idea it will slowly work its way up the courts and SCOTUS will rubber stamp it. And they've already rubber stamped some downright shocking shit.
