That any governor would encourage and cheer such a cruel and inhumane incarceration project speaks to the level of structural violence held in high esteem by the GOP.

The fact that the federal government not only outsources these project to vendors whose profits depend entirely on inmate population, but are building many at a rapid pace, makes vivid their ugly and lawless intent.
