My current though is using IL NG solely to be in areas foreign NG is at. I have no doubt the plan is to send a red state NG. Having NG of the state sent simply to observe the other guard at locations they are sent. No confrontation. Just have them as watchers watching the watchers. Nothing more.

No confrontation needed. You simply have them there as your own show of force because the point of sending red NGs is to intimidate the local populace. Having your own force counter balances that without any need for any sort of confrontation. Red NGs are less likely to act bad if IL NG is around.
