Unless Democrats take the Senate and House, not much. Even then, Trump can veto anything that he does not like and Democrats won’t be able to override his veto.

He can't veto an impeachment!

It only takes a simple majority in the House to impeach but a two-thirds majority in the Senate to convict. It would only benefit Trump to get to declare another victory that "vindicates him fully" and proves Democrats have no clue how to play the game, except to lose.

That could backfire fast and hard, when people woke up to the reality they don't get paid one cent for the days they're on strike, except for limited cases where a union's strike fund or state-level unemployment benefit might compensate some part of the loss.
