Like “parking (is needed) here, because this is where I live” in the voice of the resident rather than the car? Yeah, seems plausible. At least from my perspective as a second language speaker, it does seem awkwardly phrased.

I admit the sign is kind of confusing it needs punctuation and then you have a car on the sign, but also real bikes on the balcony maybe the person wants more street parking for the bikes?

Alternatively it is saying "I can park at home". It is like a gentle "up yours" to all the people grumbling about not being able to park their cars outside their houses, or having to pay for the privilege.
