As a Canadian it puzzles me that electoral boundaries are not set by an independent electoral commission. Politicians should never be the ones to draw the maps, it's a conflict of interest.
They are in most blue states, and not in red ones.

I bet local governments are intentionally doing zoning and building permitting of more expensive property just for the sake of political zone mapping. Forget any of the normal criteria used for city planning. Making sure you can keep the other side from voting against you is what really matters.

You have to draw the line somewhere. Some of these peculiar-looking districts are made of remnants between other districts. There’s no reason districts have to be neat little squares. People don’t live in neat little squares.
I think it’s bad that in much of the United States, politicians draw electoral boundaries for partisan advantage and other manipulation. That contrasts to other countries where simpler maps are drawn by independent commissions, a better system in my view.
“Simpler maps” heavily favor Republicans. It’s easy to draw “simple maps” that put Democratic voters in a handful of constituencies that are 80% Democratic, while a bunch of districts are 52-48 Republican. Nice and neat, but the results of the election do not represent the will of the people.
What’s so unique about America that justifies partisan map drawing instead of the way basically every other developed country does it?
Many other countries are not required to draw new constituencies at all - so you have 100+-year-old districts that are unbalanced in terms of population.
Also, other countries may not have partisan voting tendencies so closely aligned with geography and population density, as the U.S. has this century. It wasn’t always this way.
In Canada, cities also lean left and rural areas lean right and we still have independent non-partisan commissions drawing boundaries rather than letting politicians draw them for partisan gain.
But if districts aren’t drawn for partisan gain, then there is as a result partisan gain by the other party. I’ve studied this issue, read research, conducted interviews. I conclude there is no non-partisan or “fair” way to do this.
Republicans are currently trying to gerrymander Texas to get more seats so it seems like gerrymandering is a bad thing.
What they are in fact doing is creating more seats that are potentially in play.
Even if a Republican wins, it won’t be a “safe” seat. Members may have to be less insane.

Not as extreme but we still have this nonsense in Newmarket on the edge of Suffolk. Famous for its racecourse which naturally spans 2 counties as one end is in Cambridgeshire! Stuff like this used to very common with our counties. Middlesex/ Hertfordshire border, Lancashire as examples.
Scotland thankfully tidied up their counties and far more consistently than England's but Cromartyshire deserves a very special mention. Just imagining having to run such a territory and in such a remote part of Scotland. So crazy it's incredible!
