As my teacher friend said they can mandate what we teach but not how we teach it.

Correct. If it is taught without a disclaimer of sort, blame the teacher. Just as one would if a teacher was to teach “2+2=5”, mandate or not.

Actually they can mandate how you teach it. Teaching from scripts is actually a thing and a pretty effective thing.
