Reading the article, he very specifically says Ukrainian soldiers. I wish people would stop using "war criminal" so liberally, as it really takes away the weight of the actuals of actual war criminals committing a genocide right now in Gaza.

Now, is this the result of destroyed infrastructure, or the deliberate cutting of water supplies? If it's the former and Russia tried to ameliorate the situation, it wouldn't be, but if it's the latter, it absolutely is.
Destroyed infrastructure, but the russians destroyed it in 2022 knowing the implications. They prioritised the impact on those living in free Ukraine on those they claim to be "liberating". There were ameliation attempts by russia, but corruption caused them to fail.
In this situation, then, it is different, since the Israeli PM, as well as several officials have said that withholding humanitarian aid would be a part of war policy. Various statements in the vein of "there are no innocents in Gaza" or "every Palestinian is an enemy" have been said.
So Russia, at least in this case, is shitty (I mean they are, since they're aggressors), but not as shitty as a country that uses medieval siege tactics against civilians.

In this case, if this guy was involved in it, calling him a war criminal would make full sense. Civilians cannot be deliberately targeted. This is genuinely shocking and appalling as well
There is no way of knowing. The Z fascists claim all adults remaining in the areas they have designated as kill zones are considered to be soldiers. Even if they are firefighters, or 90 year old men on pushbikes. So when this guy in the article says "soldiers", it is meaningless.
This is the same that is happening in Gaza. If we were talking about these situations, I wouldn't see a single problem with calling out war crimes, maybe even genocide. I do think the scale of one is greater than the other, but when they're the same thing, then they just are the same thing.

It's not about winning a game. But the usage of language matters in how people perceive situations and actions. There are real war criminals in the Russian side, massacres were committed against the Ukrainian people, this just isn't an example of that
