That's not how it works - international waters is no man's land and the boats are extensions of the country they're registered to. The coast guard identifies suspect boats and communicates to the country of registry to determine if they are truly their vessel (obviously the marking might be fake)

If the country of boat registration declines to confirm it's theirs, then that boat itself is basically a pirate. I don't agree with the action but it's important to know how it works.

Come on now, it's clearly a boat exactly like this. You do nobody any favors by pretending it was a row boat near the shore with people in their Sunday finest. It was definitely a drug running boat that was miles and miles away from shore, on a known route used by drug smugglers.

The country may give them permission to board the vessel OR they may choose to say they cannot confirm the vessel is theirs. In the second instance, the US vessel will still be allowed to board the other vessel, the registered country is basically washing their hands of it.

When the US boards a vessel, the vessel then becomes an extension of the US and subject to US laws. They can confiscate drugs and imprison the people on board, who must be indicted by the time the Coast Guard gets back to land. This is a routine action, example: www.news.uscg.mil/Press-Releas...

A lot of drugs are transported in "go fast" boats, which are basic boats with massive engines, multiple fuel drums, and drug cargo. They're typically manned by poor people from the country who are paid well should they successfully get the boat to the destination (Mexico or the US itself)

The Coast Guard is well prepared with how to handle these boats - obviously sometimes the boat refuses to stop and the Coast Guard will launch a helicopter with a sniper to take out the engines.

Looking at the image this is your typical go fast boat with multiple outboard engines. It's absolute lunacy to waste a smart bomb on this kind of target. The munitions probably cost more than the equipment it just destroyed, let alone the fact they're just killing poor people.

Those things could happen but I doubt they did in this case. That boat was the standard drug running boat that the Coast Guard is constantly intercepting. It's dumb that this administration blew it up, but the country of origin is not going to care outside them just using it for politics.
