He's already directing Trump (via Miller, or with Miller). If Vance takes Trump's seat, nothing will change in the "administration's" direction, but they'll definitely lose their grip on Congress.

I think there’s two differentials: Vance doesn’t have the deranged fans that he can point at individuals to harass and threaten them. Also I suspect the power struggles will be intense regardless of who is POTUS
