They’re probably not zoned for residences though, and that’s possibly for good reason. e.g. Proximity to industrial hazards.

holding them empty still hurts the community. Business rents need to come down too

Exactly. All vacant properties should have an exponentially escalating vacancy tax, with the property being forfeit once the amount owing exceeds a set amount.
