yes, it's definitely that (underlying my pt about it being an abuse). i really would like to see the underlying state/L memo on this.
Genuinely curious if there even is one; under previous admins tho it would be pretty straightforward and the UNSG can and should stamp feet about it
I sometimes wonder what it’s like inside the Office of the Legal Advisor at State these days. Part of a game I play when I can’t sleep called Which Group of Government Lawyers Deserves the Most Pity? The winner is usually anyone left at DOJ Civil Rights who believes in civil rights.

they deserve pity. it's miserable what they're being asked to sign off on, & it's a brilliant group of mission-oriented ppl.
