If I understand it, they passed the procedural rule. The bill itself has not passed. I think the next step is more debate and arm twisting in an attempt to pass the actual bill.

I'm watching it and it sounds like they're going to vote again soon. I can't claim to have a working knowledge of this aspect of how Congress votes to pass things but it seems really performative to me. Maybe it's my contempt coloring my opinion.
