Kiley won handily in 2024, but CA-03's PVI is only R+2. Redistricting would be intended to change that ... and even map him out of his own district (possibly into a head-to-head race vs another incumbent R) and diminish his advantage of incumbency.

I know how partisan redistricting works dude. And the fact that he was able to win so handily in a district with a near-neutral cook PVI is precisely why he is favored to win again, as it suggests that the local democratic party is in serious disarray and unable to mount a serious challenge.
