New Mexico seems to be an outlier here. The others are red states or at least states like Virginia with a current GOP Governor.

I came to the comments to figure out the strategy. Like why not Massachusetts? Why WYOMING?? There’s like nobody there! This is about putting troops in as many states as he can get away with. Start with a small amount - fewer than 100 troops per state.

Establish a presence. Normalize it. Then spread it somehow? Neighboring states maybe? Doesn’t account for Wyoming but 19/48 contiguous states is about 40%, not a majority but….

States with compliant GOP governors - plus New Mexico, which had already activated some Natl Guard to "fight crime", possibly to preempt a federal move like this. And you're right, it's the elephant's toe in the wading pool. "Oh, y'mean Jumbo over there? Yeah, he's one of the regulars."
