I don't think Patrick actually thinks Musk will even put a shovel in the ground on this, it's all about funneling public money to an ideological fellow traveler. But having lived through catastrophic flooding in Houston it's a very dangerous project to screw around with
Never mind that Harvey disproportionately impacted poor and predominantly black neighborhoods that were built in areas that were designed to flood in the first place, or that flooding is an inevitable consequence of putting that much asphalt over swampland
Or that Greg Abbott lit into the mayor for not ordering an evacuation, even though the highways serve as overflow storm drains and filling them with cars would've turned a natural disaster that mostly caused property damage into one that caused massive loss of life
