So I think yes, norm enforcement mechanisms are important but also some people who are not the most motivated racists, actually still don't want to enforce those norms because they do not agree with them and we have to be comfortable pointing that out

Sure, but do actually need to do the enforcement bit first, that is partly how you discover who is just 'go along to get along' and who is not.

Not least because I think that the mistake that people who are not minoritised tend to make is to see it as a strict binary. There is someone on here, in a relevant profession, who I personally think in their heart is pretty racist but they folded v quickly when called out on it by several here.
