The saddest part about this is they were warned about possible attacks and didn’t put the proper placement of barriers as a matter fact, barriers were removed and not replaced! Just another act of stupidity on the part of authorities! Not taking warning, seriously caused lives lost!

It looks like the bollards wouldn't have stopped him. He drove around the police car and used the sidewalk to get onto Bourbon. He could have done exactly the same thing if the barrier was working and raised. Post style bollards will need to be added to the sidewalks.
